With the Nine-Tails' power, even as an imperfect Jinchuriki, Kushina could draw upon Nine-Tails chakra through the Uzumaki Clan's Sealing Jutsu and reach the peak of Kage-level strength.
Unfortunately, Tailed Beasts were especially vulnerable to the Sharingan.

Kushina slurped her ramen while angrily poking a slice of tomato in the bowl with her chopsticks, her face puffed up with indignation.
Uchiha Shisui gave no sign of reaction. After finishing his noodles, he set the money on the table and walked out.
As he was about to leave, the ramen shop seemed rather crowded.
