Choosing a Jinchuriki for Shukaku was not actually that easy.
The best choice would naturally be a bloodline family like the Uzumaki Clan, with their superb Sealing Jutsu and powerful Chakra. Unfortunately, Sunagakure's Sealing Jutsu could only be called atrocious. Its recent improvements had come from studying Shukaku.
Naturally, the path of Sealing Jutsu was definitely a dead end.
That meant they could only choose a shinobi who could withstand Tailed Beast Chakra and was compatible with Shukaku.
Generally speaking, it would be best to find a compatible young child or even an infant. However, what Sunagakure needed now was immediate combat strength, so it naturally had no patience to raise a child.
If they chose an adult shinobi, then first and foremost, that person needed attributes similar to Shukaku's—not pure Wind, but sand formed from a mixture of Wind and Earth. Of course, the derived Magnet Release would also work.
Fortunately, Sunagakure's Sand Manipulation was renowned throughout the world. There were quite a few shinobi capable of controlling sand.
Second, they had to possess a vast amount of Chakra. Ordinary shinobi were not eminent monks like Bunpuku, capable of suppressing Shukaku's rampage through force of will alone.
That eliminated many ordinary Sunagakure shinobi.
Then came an awkward result. In all of Sunagakure, only Rasa and the Third Kazekage met those requirements.
Yet even if the two of them became Tailed Beast Jinchuriki, their combat strength would probably not increase in the short term. Instead, it might decrease somewhat because of the Tailed Beast causing trouble.
Even if they eventually subdued Shukaku, the boost in strength provided by the Tailed Beast would not be particularly great. It would be far less helpful to Sunagakure than choosing a new Jinchuriki.
