After learning that Chen Feng had forged High-level Sovereign Artifacts containing 0.5 portions of Willpower, the Four Rules Sovereigns and other Overgods gathered in Wukun City for Utrecht’s Sovereign Conference. Chen Feng showed the assembled Overgods several of the artifacts.

• Orloff learned that Chen Feng’s High-level Sovereign Artifact could increase an Overgod’s strength fivefold and set out for the conference.
