Paragon High-Gods were exceedingly rare. Across countless planes, there were probably no more than thirty.

This included some exceptional powerhouses who were not Paragons. On average, there might only be one or two true Paragon High-Gods in each law.

Among those suspected Paragons were quite a few who were actually clones sent out to explore by bored Sovereigns.

The Sovereign who did this most often was Teresia.

First of all, Teresia had become a Paragon before he happened to obtain a Sovereign Spark.

As a result, he had never roamed the Divine Planes as a Paragon High-God.

Across countless planes, the beings who inspired the most fear in the gods were the Sovereigns, but the ones they admired most were the Paragons.

The names that had always rung out across the Divine Planes were those of true Paragons like Bayer, Dunnington, Magnus, Palhouse, and Bamer.

But hardly anyone knew the name Teresia. This left him feeling somewhat resentful.

So he simply sent out a Divine Clone to roam the planes, enjoying the feeling of countless people admiring him as a Paragon.

Few other Sovereigns had Divine Clones, and even when they did, they rarely did this. Pretending to be a Paragon with a Sovereign's Divine Clone made a Sovereign feel humiliated.

But Teresia had been a Paragon himself, so he naturally had no such qualms.

Yulan Plane, Federation headquarters.

Today, nearly all the senior officials of the Federation on this plane had gathered.

The Federation headquarters was coming to inspect them, so everyone had made ample preparations.

"I never expected the Federation headquarters to be on Yulan Plane, just like our name."

Baruch stood beside O'Brien in the crowd, thinking to himself.

He had been getting along fairly well since joining the Federation, and had learned more about it.
