Dr. Isaac is indeed monitoring the uncontrollable Duncan. He doesn't mind letting Duncan revel in the apocalypse after reclaiming his shares, but he remains cautious nonetheless.
He worries that Duncan might broadcast his insane plan to the entire world. If the government were to receive word in advance, the Umbrella Corporation could face a coordinated siege by global law enforcement agencies.
Therefore, it is necessary to keep an eye on Duncan's whereabouts. Staying in Raccoon City is fine, but all his communications and means of transmitting information must be monitored.
The busy Dr. Isaac certainly cannot monitor Duncan every second, so the task of tailing him has been handed directly to the artificial intelligence Red Queen, whose capabilities are highly reliable.
Walking out of the Kendo Gun Shop, Duncan already had a pistol on him.
He didn't just buy one small handgun; the order had already been placed. In five days, the owner of the Kendo Gun Shop would deliver a batch of firearms to the warehouse, enough to equip 20 people for two small-scale skirmishes.
The specific address hasn't been chosen yet; he has to wait until Susan finishes renting the warehouse.
With a gun in hand, one feels less anxious. Even if this small pistol isn't of much use, it at least provides some psychological comfort.
Next, Duncan took a taxi to the Raccoon City branch of the Umbrella Security Company. Hundreds of security personnel raised by Umbrella are stationed at the training base, and to a certain extent, they will obey the orders of shareholders.
Umbrella's lackeys are spread across the globe, with over 100,000 personnel on the books. They receive highly militarized training, and every ordinary security guard is equipped with weapons prepared for urban warfare.
If a world war were to break out, these 100,000 people could be organized into an army.
Although the Security Force and the U.B.C.S. have many members, the vast majority of them are just employees working for a paycheck; only a very small number can access the company's top-level secrets.
The taxi soon followed the map to the outside of the compound, where "Umbrella Security Company" was written on the wall.
The entire Raccoon City was built by the Umbrella Corporation. America has granted capitalists a great deal of power, so it is quite normal to build a compound on the edge of a city that is called a security company but is actually a military base.
With America being so chaotic, it is also reasonable for there to be guards standing at the gate with fully automatic assault rifles!
Duncan got out of the car and headed straight for the gate.
"Sir, please show your identification."
The guard on duty at the gate had already noticed the taxi when it stopped. Seeing Duncan walking over, he naturally blocked his path.
After all, Duncan's original self had never been here before, so it was normal not to recognize him.
Duncan took his work ID out of his suit pocket. The level of authority he holds is considered quite high within the Umbrella Corporation, so passing through the gate is certainly not an issue.
The guard took the ID, raised an eyebrow after seeing the information on it, and hesitantly walked to the security booth to scan the barcode on the card.
The machine's screen immediately displayed the identity information from the Umbrella Corporation's internal system. After confirming it was correct, the guard returned the ID to Duncan and even stood at attention, calling him "Sir."
"Can you let me in now?"
"Yes, sir."
Duncan put away his ID, glanced at the vast, endless compound, and pointed at the guard: "Trouble you to take me to your commanding officer."
"Yes!"
Although the guard who verified Duncan's identity was a bit puzzled as to why Duncan didn't call ahead, he didn't refuse this simple request.
After greeting the other guards on duty, the guard who verified his identity got into a patrol cart and took Duncan into the compound.
Passing through the open space of the building, Duncan saw many SUVs and box trucks parked in the yard, arranged neatly and polished to a shine, which was a pleasant sight.
Behind the cars was another open area with a huge hangar, where a dozen helicopters with the Umbrella Corporation logo on their sides sat quietly.
The cart drove through a long road, and a large training ground appeared before his eyes, the sounds of drilling reaching Duncan's ears.
"Run faster! If you don't finish the task by 12 o'clock, don't even think about eating lunch!"
"Go, go, go!"
Blah, blah, blah...
More than twenty sturdy men carrying weighted backpacks were running laps on the field with their guns. Just watching from the side, Duncan could already feel the soreness.
"They are all new recruits from this year. Most of them are veterans from the Army, and there are also some veterans from special forces and the National Guard."
The guard driving the cart seemed to want to show off in front of the big boss. Seeing Duncan looking at the people training, he took the initiative to introduce them.
Duncan was indeed interested in these people, so he turned his head to look at the guard with the standard white face beside him and asked: "And you?"
"Me? I'm an Army veteran. I just finished training and am now guarding the gate, haha." The guard said cheerfully, though it was hard to tell if there was any hidden meaning in his words.
"Guarding the gate" certainly doesn't sound like much. Umbrella currently doesn't have any exciting missions that require these peripheral security personnel to carry out.
There is still more than a year until Dr. Isaac begins his plan to destroy the world, and Raccoon City is still peaceful.
Duncan chatted casually with the guard about the internal situation of the security department and discovered that the compound is divided into three parts: one for the daily training of the ordinary Security Force, one for the U.B.C.S., and the last for the Special Operations Force.
The number of members in the latter two is small, but they occupy a lot of space, and their weapons and equipment are clearly several levels higher than those of the Security Force.
The patrol cart arrived at the office building deep in the compound, which is also the headquarters for the three units, where routine missions are issued.
The personnel inside the building had already been notified in advance. As soon as Duncan entered, a man in a suit wearing an earpiece led him into the office of the Raccoon City security chief.
The Umbrella security chief in Raccoon City is the villain who appeared in Resident Evil 2, that idiot who made Eris and Nemesis fight one-on-one and then successfully screwed himself over.
This person had already received word from Dr. Isaac in advance; as long as it was within a reasonable range, Duncan's requests could be met.
"Please wait a moment."
Duncan's phone rang in his pocket, signaling Major Cain to wait a moment before he answered the call right in front of him.
"Boss, the warehouse has been rented, located in the East District of Raccoon City..."
It was a call from Susan, informing Duncan that the warehouse had been secured.
"I understand. Wait there, I'll bring some people over in a while."
After hanging up, Duncan presented his requests to the patiently waiting Major Cain.
He wanted to select a fully armed squad from the U.B.C.S., another squad from the Special Operations Force, and a final squad from the Security Force.
With seven men per squad, that totaled twenty-one people, and each squad needed to be equipped with two vehicles, plus a batch of supplies.
This was already the limit of the personnel he could demand; the training and equipment costs for each squad exceeded three hundred thousand dollars, and with the addition of modified armored vehicles and supplies, Duncan had just asked for over a million dollars in one go.
"Fine, I'll go get it ready."
Major Cain shrugged with a "suit yourself" expression, then arranged everything clearly.
As for whether any of the people selected were loyal to Umbrella or to Isaac, that was impossible to say for sure.
