Major General Nois was in overall command of the training base. Besides training two hundred elite soldiers and mid-level officers, he also managed the expanded Umbrella Biohazard Countermeasure Service and the regular Special Operations Force, a total of three thousand personnel. He was the administrator of the training grounds.
At Umbrella's training bases scattered around the world, the highest-ranking leader held only the rank of lieutenant colonel. Major General Nois was the highest-ranking manager newly hired for Umbrella Corporation's security department.
The security department used the military's rank system. Above it were the company's shareholders, which meant Duncan was the commander in chief in the truest sense.
After watching the equipment test results for the five-person squad, Duncan asked the soldiers at the base to find Major General Nois, who was fighting bloody battles in a virtual game.

Major General Nois had been forced into retirement from the U.S. Army. He was already fifty-one, but that wasn't particularly old. Give him a shot of the T-virus, and he could fight for another thirty years.
That was why Duncan wanted him to lead these two hundred people
