"Forget it. We'd better think this through carefully. Sunagakure can't take any more hits."
Sunagakure was the weakest of the Five Great Shinobi Villages, both economically and militarily.
Years of continuous warfare had already pushed the village close to its limits. It couldn't afford to get involved in another war on a whim.
It needed time to recover before making any further plans.
Rasa had never given up on the idea of waging war against Konoha.
After all, the Land of Fire had an environment, resources, and wealth that the Land of Wind lacked.
If Sunagakure could truly claim a piece of the Land of Fire, life would be much easier for the village.
But Sunagakure had always been weak. Rasa didn't want to admit it, but that was the truth.
Many of the village's young shinobi had died. They wouldn't be able to wage war for at least a decade, so they could only recover for now and wait for a better opportunity.
Though the Land of Fire's territory was tempting, this wasn't the right time to make plans.
It would be better to wait until Sunagakure had regained some strength before deciding what to do.

If the sun stayed out for only a day or two, that was one thing. But if the clear weather continued, Rasa wouldn't mind invading the Land of Rain and claiming it for the Land of Wind.
