With a heavy groan, the door to the Fleet Admiral's office was pushed open. Sengoku slowly raised his head from behind his desk and asked the man in an officer's cape who entered, "Well? What did those elders say?"
"Reporting to the Fleet Admiral, the Five Elders did not place much importance on Shanks indirectly sending someone to contact Whitebeard. However, regarding Crocodile's defeat, the Five Elders said the vacancy among the Seven Warlords of the Sea must be filled as soon as possible."
Sengoku nodded at that. "How did the contacts I told you to send go?"
"Although all the telegrams have been sent, there's no telling how many of the Seven Warlords will come. Pirates are, after all, people who act entirely on a whim." The Marine liaison officer's tone was full of helplessness.
As for why they had abandoned the convenient Den Den Mushi in favor of telegrams, it was entirely because the dual-line Den Den Mushi Marine Headquarters had provided to the Seven Warlords had probably been tossed into some dusty warehouse and starved to death...
Even if they had not starved to death, many of the Seven Warlords simply ignored Marine Headquarters, using the title of Warlord only to throw their weight around.

Sengoku said nothing, merely nodding and waving the liaison officer away. He then turned to Brannew, the chairman of Marine Headquarters, and asked, "What about it? Still no contact with the recruit camp?"
Bitterness appeared on Brannew's face. "We have not been able to establish contact. The communications department has begun searching for their telegram signal, but judging by their sailing speed... they have likely already landed on the island."
