"Predictive mechanisms? This goes too far." Zhuang Xue Ling was the first to oppose Wang Qi. "The law does not try crimes that have not been committed. This is a matter of principle."
The law did not judge crimes that had not been committed. Unless one was particularly wealthy, a drug user would almost certainly become entangled with violent crime, theft, robbery, drug trafficking, ****, and the like. But so long as a drug user had not committed those crimes, the law had no right to judge him. Incidentally, drug use itself, being defined as an act of self-harm, was likewise not a crime. Addicts who went to prison usually did so for illegal possession of drugs.
By the same token, even if someone laid out his murder plan in detail, displayed his murder weapons, and announced when and whom he intended to kill, so long as he had not actually acted, he would not be prosecuted for "murder." The charges available to the law would only be things like "criminal threats" or "illegal possession of dangerous weapons."
This was a bottom line.
What Wang Qi proposed was clearly to regard someone as guilty before he had committed a crime. It even violated the core principles of the Immortal Alliance's laws.
But Wang Qi shook his head. "I understand that harsh punishments do not necessarily bring good results. The legal system must retain an appropriate degree of leniency, then patch up overly large loopholes one by one. But, fellow Daoists, this is Divine Capital!"
"The law must possess a certain degree of leniency" was itself a principle. It was like an automatic fire extinguisher. If an automatic fire extinguisher were set to spray water the instant the temperature exceeded forty degrees, then fires truly would not occur anywhere covered by
