Because in this world ruled by the World Government, justice depended on which side you were on,
the Navy's justice only extended to the World Government Member States. If any Non-Member States suffered an invasion or a pirate attack,
the World Government would naturally stand by and do nothing, or even fan the flames.
And as an institution belonging to the World Government, the Navy had no obligation to rescue Non-Member States.
"Otherwise, I wouldn't have resorted to this"
"and worked with the Vinsmoke Family."
Drake couldn't help but sigh to himself.
Clearly, the Notis Kingdom ahead, where several pirate ships were anchored and fighting raged, was a Non-Member State. As a Marine, he had neither the duty nor the right to help.
Though the World Government nominally had bounties on all pirates, Drake, who was at least a mid-to-high-ranking officer, knew there was an unwritten rule in the Navy.
If wanted pirates invaded a Non-Member State, the Navy couldn't send support or call for reinforcements. It could only stand by and do nothing.
Only after the pirates had feasted, burned, killed, and looted their way across the Non-Member State, then left its territory, would the Navy's justice finally arrive—late as ever.
From the World Government's point of view, this was perfectly reasonable. If Member States and Non-Member States were treated the same, wouldn't the Member States feel that the astronomical sums they paid in Heavenly Tribute every year had gone to waste?
Clearly, that would benefit the World Government in no way. For the Navy, an institution fed by the World Government, it was only natural.
But to someone like Drake, who believed in a justice other than the World Government's, it was a shackle.
"Though the Vinsmoke Family isn't exactly good people either..."
