Sengoku was slightly taken aback by Meru's apparent age.
"Could she be another Big Mom?"

Sengoku furrowed his brow as he made his decision.
He knew perfectly well that the Vinsmoke Family was no peaceful clan. Though they were a Member State of the World Government, they had always sought to rule the North Sea. It was only the World Government's absolute control that had kept them from showing their hand.
In fact, decades ago, when he was still an Admiral, the Vinsmoke Family had attempted to expand its rule, seizing vast swaths of territory from other countries.
Of course, they had targeted Non-Member States of the World Government. The Vinsmoke Family had also made sure to grease the palms of both the Marines and the government, so neither interfered much with their actions.
