Background

Konoha is a clan-based ninja village in the Land of Fire. Major clans maintain significant influence within its political and military structure; the Nara Clan has historically served as an adviser to the Hokage lineage, while also operating a medicinal-herb business. 1

Before Nara Dan's rise, Konoha's major political blocs included the Hokage faction led by the Third Hokage, an Elder faction associated with Danzō, and a neutral faction led by the Hyūga Clan. The Uchiha Clan was largely excluded from the village's broader political system and confined to the Police Force. 37

Third Shinobi World War

Konoha entered Level One combat alert as Sunagakure, Iwagakure, Kumogakure, and Kirigakure mobilized forces. The Third Hokage assigned Nara Dan and Tsunade to the Land of Wind, the Uchiha Clan to the Mist front, and Mimura Hamaki to monitor Iwagakure. 106

Under Nara Dan's leadership, Konoha's Land of Wind force defeated Sunagakure, repelled its One-Tail jinchūriki and super-massive flying puppet, captured Chiyo, and broke the Sand front without significant losses to Nara Dan. 124 Nara Dan subsequently defeated Ōnoki and Han during Iwagakure's ten-thousand-ninja ambush, killing roughly half of the invading force and forcing its retreat. 131

Nara Dan later reinforced the Uchiha on the Mist front, quickly defeated several Mist jonin, and caused the enemy's withdrawal. 138 139 His victories across the major battlefields contributed to Konoha emerging as the dominant power at the end of the war, with Iwagakure and Kumogakure signing surrender agreements. 165

Government

Nara Dan succeeded the Third Hokage as Konoha's Fourth Hokage after the war. His inauguration was attended by a large civilian and shinobi crowd, while other villages suppressed their militant factions rather than risk provoking him. 178

Reforms and Development

Three-Year Plan

Nara Dan's Three-Year Plan targets population growth, land management, agricultural productivity, and the integration of ninja labor into productive work. 180 The plan proposes using ninjutsu for tasks such as plowing, irrigation, soil enrichment, and pest control to improve agricultural output. 180

Konoha also secured favorable benefits through surrender agreements with other villages, including treaty ports and tax exemptions intended to expand its commercial reach. 180

Ninja Academy

The Ninja Academy was rebuilt around a credit-based graduation system rather than simple mastery of the Three Body Techniques. Students receive access to techniques below B-rank and take expanded required and elective courses. 180

Required subjects include Nara Dan's improved Basic Taijutsu, ninja psychology, human anatomy, basic medical studies, genjutsu and genjutsu dispelling, and basic chakra application. Electives include the Uchiha Throwing Method, advanced taijutsu, Mystical Palm Technique study, and elemental shape transformation. 180

Research and Industry

Konoha established a Taijutsu Research and Development Department during the war, with Nara Dan and Tsunade assigned to its leadership. 103 104

The village's later scientific development includes the Palm Sage Tag, a compact medical tool containing the Mystical Palm Technique that can rapidly heal severe injuries. 320 323 Sasori and Orochimaru also developed a rifle capable of launching metal projectiles at supersonic speed; Orochimaru judged that formations of such weapons could threaten Kage-level opponents. 321

Infrastructure and Economy

Following wartime growth and reform, Konoha underwent extensive reconstruction and expansion. Buildings and roads were rebuilt, the village's area increased, and its economy continued to develop during Nara Dan's absence. 247

The renovated Hokage Building stands fourteen stories tall and includes an elevator. It is the tallest building in Konoha, reflecting both the village's population growth and the political importance of the Hokage's office. 316

Konoha's infrastructure projects use the Third Kazekage's Human Puppet and Magnet Release to assemble steel frameworks. 316 Its commercial sector mass-produces goods including explosive tags made in partnership with Konan, Magnet Release-forged kunai and shuriken, and Wood Release-infused agricultural chemicals developed with Orochimaru's assistance. 316

Later Administration

When Nara Dan disappeared from the Ninja World for roughly six months, Nara Shikaku used Konoha's intelligence network to search for him while continuing to implement the Three-Year Plan with Yakushi Nonō. 247 The village remained stable and continued reconstructing, though Shikaku feared that confirmation of the Hokage's absence could cause political instability. 247

Yakushi Nonō later impersonated Nara Dan as Fourth Hokage for over a year, allowing the administration to continue functioning while Nara Dan traveled between worlds. 315 After his return, Nara Dan found that Konoha's average income and quality of life had improved, its departments remained under control, and the other villages were still reluctant to challenge Konoha directly. 315

Foreign Relations

Konoha's postwar strength compelled the other four major ninja villages to accept its political leadership. Nara Dan hosted the other Kage in Konoha rather than a neutral country, relying on his power and prestige to make the location secure. 323 329

At the Five Kage summit, Nara Dan proposed the Five-Village Alliance: a joint organization intended to reduce regional friction, promote economic and cultural cooperation, and maintain peace across the Ninja World. The other Kage accepted after recognizing Konoha's overwhelming position. 330 331
