History
Decline and recovery
Following the Third Ninja War and the Nine-Tails incident, Konoha’s military strength had fallen sharply; fewer than 3,000 standing ninja were available for immediate deployment. Sarutobi Hiruzen treated the village’s recovery as a priority, both to stabilize its internal situation and to restore its deterrence against rival villages 42.
Hiruzen restructured the Council of Elders into a five-member advisory body led by Hokage Assistant Nara Shikaku. The council could organize and recommend policy, but major decision-making remained with the Hokage 42.
War with Kumogakure
When Kumogakure threatened the Land of Fire’s border, Konoha launched a preemptive campaign rather than seek accommodation. Major clans supplied personnel and funding, while confiscated Shimura Clan assets helped finance the war 42 43.
Konoha’s victory over the Cloud Ninja re-established its reputation throughout the Ninja World. Kumogakure’s compensation subsequently improved Konoha’s finances enough to cover war pensions and facility repairs 76 111.
Modernization and expansion
Under Hiruzen, Konoha began pursuing greater self-sufficiency. The village used ninja-assisted farming and imported high-yield crop seeds to increase agricultural production, retain grain reserves, and sell surpluses abroad 111.
The village also created a Scientific Research Department from Danzo’s former researchers and equipment, appointing Yakushi Kabuto as its leader and granting the department independent funding 111.
After four years of development, Konoha’s streets had been widened and repaved with concrete and asphalt, old low-rise buildings had been replaced with taller structures, and the Hokage Building had expanded to twenty stories. Kirigakure influence
During the Mist War, Konoha allied with Sunagakure and Kumogakure against Kirigakure. Once Karatachi Yagura was freed from genjutsu control, Konoha negotiated from a position of overwhelming strength 124 138.
The resulting agreement granted Konoha exclusive trade ports, a diplomatic mission treated as Konoha territory, permanent personnel in a joint anti-rogue-ninja organization, and temporary management of Kirigakure’s Tailed Beast. It also expanded Konoha’s influence through training exchanges and orphanage cooperation 138 139.
Unification of the Ninja World
After repelling Akatsuki’s invasion and rebuilding the resulting property damage, Konoha escalated from indirect influence to open expansion. It occupied the Land of Bears, the Land of Artisans, and the Land of Whirlpools alongside Kirigakure forces 250 271.
At the Five Kage Summit, Hiruzen revealed that Konoha had surrounded rival villages with thousands of Danger Beasts. The campaign enabled Konoha to impose its authority over the other great ninja villages 297.
