After the Revolutionary Army suffered a crushing defeat,
Sarutobi Hiruzen sent Teigu Users to capture all the Revolutionary Army's high-ranking officers who had fled,
and had them executed at the Imperial Capital's execution grounds.
With that, the Empire's revolution came to an end. The Revolutionary Army's crushing defeat, and the rise to power of the newly influential minister, Sarutobi Hiruzen, marked its conclusion.
From then on, the Empire turned a new page.
Sarutobi Hiruzen sent Najenda and Run out as administrators and governors of the various regions, with a contingent of Teigu Users, to crack down hard on corruption throughout the Empire and implement benevolent policies that allowed the people to recover and rebuild.
Before long, the Empire entered a period of revival. Later generations would call this era "Governance of the Governor," in memory of Sarutobi Hiruzen, who had once served as Governor of the Imperial Capital.
Of course, to Sarutobi Hiruzen, that was all just a side benefit.
After consolidating power over the Empire, Sarutobi Hiruzen began conducting extensive research into Teigu. He not only collected most of the Teigu, but also summoned skilled artisans from across the world to study their technology for him.
In addition, Sarutobi Hiruzen dispatched large numbers of soldiers and scouts throughout the world to search for rare metal deposits and the habitats of Super Danger Beasts.
In other words, although Sarutobi Hiruzen had given the Empire a chance to recover and extended its life for quite some time, he had also spent most of its resources on researching Teigu.
This would later earn the Governor, whose name had gone down in history, plenty of criticism.
But Sarutobi Hiruzen couldn't have cared less. He had already achieved one of his goals:
defeating the Revolutionary Army, preserving the Empire, and thereby obtaining as much
