He wanted to fight Ōnoki right then and there and tear him to pieces.
Compared to Konoha, which had defeated the Cloud Ninja fair and square in battle, the Rock Ninja's treacherous act of kicking them while they were down and cutting off their retreat was far more hateful.
For a moment, the Fourth Raikage's foremost target of hatred shifted from Sarutobi Hiruzen to Ōnoki.

The Cloud Ninja Jonin beside him asked cautiously,
"What about Konoha...?"
The Fourth Raikage cut him off at once. He knew exactly what his subordinate was getting at.
"Finish the negotiations with Konoha as soon as possible!"
"Even if we have to make concessions, we need to get our army and Jinchuriki back!"
"The Cloud Ninja can't afford to wait!"
The Fourth Raikage felt utterly defeated.
Though he desperately wanted to fight the Rock Ninja for three hundred rounds right then and there, the Cloud Ninja army was in Konoha's hands. How could they possibly afford to go up against the Rock Ninja?
And agreeing to Konoha's exorbitant demands would undoubtedly deal the Cloud Ninja another devastating blow.
By now, the Fourth Raikage hated Ōnoki more and more.
If Ōnoki hadn't kicked them while they were down, the Cloud Ninja could have haggled with Konoha for a while longer and won some concessions.
