Two days before the Five Kage Summit began, Temari, the Fifth Kazekage of Sunagakure, finally arrived with her guards.
With that, the Kage of the Five Great Shinobi Villages and their respective guards had all taken up residence in the pavilion.
Ōnoki, the Third Tsuchikage, with his guards Akatsuchi and Kurotsuchi.
Minato Namikaze, the Fourth Hokage, with his guard Houka.

Once all five Kage had arrived, the pavilion instead fell quiet. Everyone stayed holed up in their own rooms, conserving their strength as they silently awaited the formal meeting two days later.
Two days later, before dawn had broken, Mifune arrived at the pavilion with several dozen samurai. After making some arrangements, the soft rustle of footsteps gradually began to echo upstairs.
Soon after, the five Kage, wearing their Kage hats, appeared one after another with their respective guards.
Mifune waved his hand, signaling the remaining samurai to leave the conference room.
"Everyone, please take your seats."
At the center of the conference room stood a specially made U-shaped long table, with Mifune's seat as moderator positioned at its opening.
Five banners also hung on the walls of the conference room, bearing the symbols for wind, fire, earth, lightning, and water, representing the Five Great Countries.
Minato Namikaze, A, Ōnoki, Terumi Mei, and Temari each took their seats, then placed their Kage hats on the table.
As for Houka and the other guards, they stood behind their respective Kage.
