Beside each Great Witch sat a witch specifically responsible for providing them with legal assistance and revising what they had said—effectively, confidential secretaries. After all, some witches spent their entire lives studying magic and were somewhat lacking in political maneuvering and common sense, requiring these secretaries to make up for it.
Incidentally, witches practiced a system of shared liability among superiors.
That was to say, if a Great Witch made a mistake or embarrassed herself in public, not only would the Great Witch herself be censured, but her secretary would be as well, with the Witch Agency handing down punishment. This ensured that secretaries could not manipulate Great Witches, while also preventing them from deceiving those above and below them. After all, it would all be exposed once they arrived at the council.

It could be said that every High Council was a miniature Witch Agency, capable at any moment of functioning as a governing body.
The Witch Agency itself was rather mysterious, however, and had its own separate systems through which it operated. This dual system of checks and balances was the essence of the witch world's political structure, though it naturally had quite a few dregs—for instance, [complex policy-making], [factions attacking one another], and [complicated situations resulting from the complexity of multinational politics]. For example, the Great Witch High Council convened domestically should not, by its very
