Law Two.
Once Jietisikoki had fully established the City of Frenzied Sin at a real-world location, the City of Frenzied Sin could remain there indefinitely like an ordinary Hidden Realm.
So long as Jietisikoki did not intend to use the City of Frenzied Sin in battle, maintaining its form would not inflict any significant mental drain on him. Thus, sustaining the City of Frenzied Sin for decades at a time was no challenge at all for Jietisikoki.
The City of Frenzied Sin's effect upon all souls it contained was permanent in nature. By their own power alone, those souls could never escape.
However, for living outsider captives imprisoned by Jietisikoki, such as the Bloodsmith Hunter, all spatial effects of the City of Frenzied Sin would gradually weaken over time.

Jietisikoki could use the City of Frenzied Sin to restrictively control and guide the thought patterns of living outsiders at his own level or below.
