The district was built around Sunset Fortress, with roads only at the front and back, and steep cliffs and towering mountains on either side.
The Skeleton Engineering Team had spent years excavating and building the Mountain Forest District in the Winter Mountains and the Hengduan Mountains, gaining extensive experience in developing and constructing mountain interiors.
Led by the Earth-type Skeleton Mage, the Skeleton Engineering Team quickly dug into the mountains and began building a city inside them.

As Number Four's Bone Spirit Substitute spread out a map to plan the districts of Sunset City, a visitor arrived at Sunset Fortress.
It was Udir, the Second Elder of the Hobarton Family.

The Third and Fourth Elders he mentioned were the Hobarton Family's Third Elder and Fourth Elder.
Both were Tier 5 Knights, stationed permanently in the Blackstone Plane to guard the fortress entrusted to the Hobarton Family.
