The Lanluo City region had been developed for years and was already self-sufficient. It didn't need the Wrynn Family to provide basic military supplies, so they needed some other kind of bargaining chip that would interest the region's administrators.
The number of bones available for excavation was dwindling. Opening up new excavation sites was crucial.
If it was a plane war, the Wrynn Family had no reason to refuse. They had to get involved.
Winning or losing the war didn't matter. As long as the Skeleton Legion made it into another plane and found the Badlands, it could build a Block City and establish a foothold.
Even if the Expeditionary Legion was driven back, the Block City built in the Badlands would wait for a chance to open a Plane Portal linking it to Storm City.
Once the Wrynn Family grew stronger, they would use those hidden Block Cities as stepping stones to bring Medivh's great archaeological endeavor back to those planes.
