In essence, the Wrynn Family was still an Eighth-Rank family.
Low-Grade Jade Bone Bone Spirits started out at the lower level of the Eighth Rank. The Wrynn Family's Eighth-Rank Dragons lived in the Tenth-Rank Blackstone Plane and the Origin Valoran Plane, where they weren't restricted by the plane's rank.
Other peoples in the territory had very few Eighth-Rank Transcendents. The Nature Lineage had settled in the Ninth-Rank Spore Plane, while those outside the Nature Lineage had settled in the Ninth-Rank Kazma Plane.
The current plane-advancement system for the Wrynn Family's people was sufficient with Eighth-Rank planes. They had no pressing need for Ninth-Rank planes.
Medivh let the Spore Jungle develop first, then use that growth to drive the Wrynn Family's development.
Given Spore Queen Luna's attitude, they'd have no shortage of Ninth-Rank planes to manage together in the future.
Once the Sam Plane advanced to the Tenth Rank, the Spore Jungle would grow even stronger. It could then help the Wrynn Family attack Tenth-Rank planes, bringing them tremendous benefits.

The Spore Jungle Allied Forces were fully capable of defeating the Tam Plane's native forces head-on, but Queen Luna had chosen to start with underhanded schemes and reap the rewards afterward.
With the Puppet Kingdom leading
