"Medivh, what's your battle plan, and what's the goal of this expansion?"
With the matter between Medivh and Wester behind them, Draven asked about Medivh's plans for the future.
"Here's a map of Kurd City."
Medivh led Draven to the command room and pointed to the map on the wall.
The map showed in detail Kurd City's completed Fifth Ring District, the Sixth Ring District under construction, and the other planned districts that had yet to be built.
Starting with the Sixth Ring District, Kurd City would no longer expand westward, only north and east.
Medivh knew where to draw the line. He understood that claiming too much land south of the Wan River would surely upset the other nobles.

The map of Kurd City was clearly marked. The Second Elder glanced at it and raised an eyebrow. The city's planned area, stretching south to the Winter Mountains, east to the Hengduan Mountains, and north to the Wan River, was almost absurdly large.
But when he thought of the thick walls around Kurd City's completed districts, he understood. The tireless skeletons were clearly perfect laborers.
Medivh was building walls on such a mad scale because it cost him nothing.
The bricks were fired from earth dug up on-site, and the construction workers were skeletons who needed no food or drink, earned no wages, and worked around the clock. Unlike other lords, he didn't have to spend a fortune on construction.
A normal territory usually had a few
