Taking population and geographical factors into account, everyone present here falls within the area covered by Kyoto Base City and will come under its jurisdiction. Kyoto Base City will have one central city and nine Satellite Cities. I will now announce the arrangements for establishing the Satellite Cities. Each settlement must choose one to move into, and the relocation must be completed within four years."
Jia Yi delivered the news in an unquestionable tone. No one objected, of course. Everyone was watching, waiting for someone else to speak first. Most eyes were on Lin Chenxing, since he was the youngest among the Advanced War Gods present.

The next step was for each settlement to decide whether to merge into a Base City or choose a Satellite City to join.
