History

In ancient times, the Heavenly Court and the Buddhist Sect were part of a single order: the Three Buddhas and Three Venerables ruled the Nine Provinces together, while immortals and Buddhists shared the same halls. Their paths differed—immortals cultivated divine abilities and unity with heaven and man, while Buddhists pursued karma and fleshly-body sanctification. After the Three Buddhas and Three Venerables vanished, conflict over orthodoxy split the former allies into separate powers. The divine-ability cultivators retained the Heavenly Court and the Nine Provinces, while the Buddhist cultivators withdrew and formed the Buddhist Sect 882.

According to Long Zhi, the Heavenly Court had originally been dominated by human Immortal Gods. The disappearance of the Three Buddhas and Three Venerables threw the Court into chaos, allowing demons to seize immortal-rank authorities and eventually dominate many of its highest offices 939.

Tens of thousands of years before the present story, the Heavenly Court summoned Immortal Lord Cloud Dream by decree. After his disappearance, Cloud Dream Mountain’s disciples considered going to Heaven for answers. The Heavenly Court later declared that Immortal Lord Cloud Dream had “defied the heavens,” executed him, severed his lineage, destroyed Cloud Dream Mountain, and erased its orthodoxy. A new Heavenly Lord Cloud Dream was appointed, establishing Cloud Dream Palace and pursuing survivors of the old lineage 725. The successor had himself once confronted the Heavenly Court as an Immortal Lord, but survived through his master’s intervention and accepted an amnesty and a post serving the Court 775.

Governance and Authority

The Heavenly Court hangs above the Nine Provinces and governs the laws of its territory. Its Immortal Gods hold concrete authority over natural and mortal order rather than merely symbolic titles 752 773.

• Immortal Rank — Official rank grants authority over heaven and earth, reinforced through the Heavenly Court’s Dao Registers. Registered officials are connected to the fortune of heaven and earth and can endure longer than wandering immortals, whose unregistered authority disperses after death 911.
• Heavenly Statutes — The Court maintains strict laws governing cultivators, demons, incense offerings, and interference in mortal affairs. Mortals are considered the foundation of heaven and earth and are protected from unjustified interference 804 846.
• Merit and promotion — Advancement depends on genuine merit earned through official duties and assignments, though personal connections and recommendations can substantially affect entry and treatment 785 805.
• Ranks and protocol — The hierarchy extends from Subordinate Ninth Rank upward. Rank governs formal precedence, even requiring lower-ranked officials to defer to immortal beasts holding higher offices 810 911.
• Submission and tribute — Powers seeking the Court’s recognition may be entered into its immortal registry and receive protection in exchange for annual incense and Merit tribute. During the inspection of Azure Firmament Cave, officials offered its new master an initial official tribute rate of twenty percent for three years, then demanded an additional fifty percent privately for themselves 987 988.

• Thunder Department — Governs heavenly thunder punishments; its authority can make the Nine Provinces tremble and repel evil 773.
• Fate authority — Determines yin and yang and the lifespans of living beings within its jurisdiction 773.
• City Gods — Administer mortal affairs across local territories. The Metropolitan City God of Cloud Prefecture holds Principal Sixth Rank, far above local commandery City Gods 799.
• Heavenly Patrol Division — Patrols on Heaven’s behalf, investigates unlawful cultivators and demons, and acts against threats to the Court’s order 785 804.

Internal Factions

The Heavenly Court is divided principally between Yu Yu Heaven and Clear Subtle Heaven, while the Heavenly Emperor stands above both factions 939.

• Yu Yu Heaven — The demon faction. Its members control most upper third-rank immortal authorities and wield the greater share of power within the modern Heavenly Court 939.
• Clear Subtle Heaven — A comparatively weak faction of human Immortal Gods seeking to restore the former human-led orthodoxy of the Heavenly Court. It survives in part because the Heavenly Emperor restrains Yu Yu Heaven 939.
• Factional pressure — Human cultivators may gain protection by serving powerful demons of Yu Yu Heaven, but such patronage requires submission. Independent human cultivators claiming territory and incense offerings risk being targeted through political pretexts or fabricated charges 939.

The Heavenly Patrol Division enforces the Heavenly Court’s authority through patrols, investigations, and demon-hunting. Its personnel may operate independently for centuries, using official tokens to receive assignments and communicate with their regional commands 805.

• Its Cloud Province Regional Command operates from an inconspicuous shop by order of the Pacification Commissioner, who prefers patrol officers to remain hidden among common people 805.

Merit Evaluation Immortal Office

The Merit Evaluation Immortal Office in Lingyang Prefecture is the formal entry point for cultivators seeking Heavenly Court employment in Cloud Province 785.

• It oversees employment assessments for rogue cultivators and sect disciples alike 785.
• Recommendations from high-ranking officials carry far more weight than those from low-ranking deities 785.
• Exceptional talent can lead to standard assessments being waived, though official rank and placement remain subject to bureaucracy and political considerations 786.

Cloud Dream’s destruction

The Heavenly Court’s past destruction of Immortal Lord Cloud Dream’s lineage reveals the scale of its authority and establishes the fear it inspires in Cloud Dream Haven. The surviving and successor factions of Cloud Dream remain shaped by this intervention 725 775.

The Little Heavenly General incident

After Jiang Yuechu kills the Court-registered Little Heavenly General, Cloud Dream Palace fears the Heavenly Court’s retaliation. The Heaven-Patrol Division dispatches Xu Ming to investigate, but he instead offers Jiang Yuechu a test and eventual recruitment if she can survive against a Painting Realm opponent for one stick of incense 751 761 771.

Jiang Yuechu’s recruitment

Xu Ming explains that the Court values exceptional talent—even in someone who killed a favored official—and offers Jiang Yuechu entry, resources, and demon-hunting opportunities. She accepts after settling her affairs in Cloud Dream Haven 773 774.

Director Cao grants Jiang Yuechu a Principal Ninth Rank immortal registration through the Merit Evaluation Immortal Office, after learning of her sixteen Heaven-Grade Dao Chess Pieces and her conflict with Heavenly Court officials 786. She is initially placed in the Imperial Horse Immortal Division as a Heavenly Stable Master before registering as a Ninth Rank Heavenly Patrol Guard 787 805.

Internal political opposition

Although Jiang Yuechu earns merit through Heavenly Patrol assignments, influential figures obstruct her promotion and seek an investigation by the Heavenly Ministry Bureau. Her conflicts include parties connected to the City God system, Greedy Wolf Star Lord, and Cloud Dream Palace 821.

The Court’s internal politics are further exposed when Immortal Official Xuanluan publicly petitions High Heaven Hall over the death of his disciple. The Heavenly Emperor orders an investigation, while the Nine Netherworlds Divine General is pressured to account for the matter 841.

The dispute subsequently escalates into an investigation directed at the Cloud Province Heavenly Patrol Division. The Nine Netherworlds Divine General and Xuanluan seek the Sky Patrol Guard connected to the case, while the Zhang Family intervenes through Metropolitan City God Zhang Shiren 863 922. By the time the investigation reaches Cloud Prefecture, Xu Ming is publicly chained to the city wall, and Pacification Commissioner Liu is unable to rescue him against the force of a blue-white-armored official 969 970.

Rumors within the Heavenly Court identify Jiang Yuechu as the extraordinary newcomer who arrived with sixteen Heaven-Grade Dao Chess Pieces. Although some Clear Subtle Heaven elders value her potential, they have not openly protected her after she offended powerful figures 971.

After learning what had happened to her colleagues, Jiang Yuechu returns to Cloud Prefecture and attacks the divine general. Greedy Wolf Star Lord, Heavenly Patrol Commander Feng Linxi, and Abbot White Brows of Tranquil Peace Temple also appear; the abbot invokes a debt of kindness to Jiang Yuechu and asks the general to reconcile rather than fight 970 971 972.

Azure Firmament Cave submission

The Cloud Province Heavenly Patrol Division is dispatched to discuss Azure Firmament Cave’s submission to the Heavenly Court. The operation becomes politically dangerous when the Cave Lord reveals that he once listened to the Dao beneath a True God of the Primordial Divine Court 932 933.

After Azure Firmament Cave falls into Jiang Yuechu’s hands, she proposes resolving the assignment by installing a new Cave Master willing to accept the Heavenly Court’s summons. This arrangement would nominally fulfill the Court’s demand while avoiding direct ownership by a human cultivator, which could provoke Yu Yu Heaven 939 947. Jiang Yuechu’s followers later arrive to take over the cave, though the identity and legitimacy of its new master remain unsettled 947 950.

Inspection of Azure Firmament Cave

With Black Mountain Bear Lord serving as the cave’s nominal master and Great Tang’s people managing its resources, two Heavenly Court officials arrive to inspect its proposed submission. The older official offers to recognize Black Mountain in the immortal registry and place the cave under the Court’s protection in return for annual incense and Merit tribute. Black Mountain accepts an official rate of twenty percent for the first three years, but the official then demands another fifty percent privately for himself and his companion 987 988.
