Danzo hid in the shadows, waiting for Hiruzen Sarutobi to be killed or perish together with Katakuri.
Then he could immediately make his move against Kamui, using Kotoamatsukami to forcibly control the monsters' leader.

"No! Orochimaru! We're your elders!!"
Homura Mitokado and Koharu Utatane cried out in desperate terror. There were hardly any ANBU left to protect them.
"You two did quite a bit to put Minato Namikaze in power back then, didn't you?"
Orochimaru spat out the Kusanagi Sword and stabbed Homura Mitokado to death. Blood splashed across his face, and excitement filled his eyes.
Since he couldn't attack Hiruzen Sarutobi himself yet, killing the two advisers to vent his frustration wasn't a bad alternative.
"Danzo!! I know you're there! Come protect me! Have Root protect me!!"
Koharu Utatane shouted in terror. With her life on the line, she could no longer tolerate Danzo's continued hiding.
She knew Danzo wanted to undermine Hiruzen's prestige, and even wanted him dead.
But Danzo couldn't just stand by and watch her be killed and Konoha destroyed.
If Danzo still refused to act, once this crisis passed, she would join Hiruzen in removing that selfish bastard from office.
"Adviser Homura has been killed! Hurry and protect Adviser Koharu!!"
A clan head shouted anxiously. If Orochimaru killed both of Konoha's advisers, and the Third Hokage died as well...
Then Danzo, the head of Root and a Konoha adviser, would hold all the power in Konoha.
These clan heads had no desire to see that scheming Danzo take power.
Danzo and Root, the culprits behind this catastrophe, still hadn't appeared. They had been preserving their strength all along.
Any clan head with half a brain knew what Danzo was thinking.
"Hahaha! Danzo was the one who invited me here to kill the Third Hokage!"
