Personality

Sengoku is a results-oriented commander who recognizes that the North Blue cannot be governed through simple idealism. Despite Darren’s notorious misconduct and the large number of complaints against him, Sengoku supports his appointment because Darren maintains stability, has major military achievements, and can navigate both legitimate and criminal powers in the region. 4

He is deeply burdened by his responsibilities as the only active Headquarters Admiral and obeys the World Government even when its priorities frustrate him. He abandons the near-successful pursuit of Byrnndi World under orders to investigate Saint Childers’ death. 37

Sengoku nevertheless has limits. After witnessing the consequences of Saint Childers’ treatment of civilians, he refuses CP0’s demand to interrogate the flower seller who lost his daughter—or to treat Batia Island’s entire population as suspects without evidence. 40 43

North Blue Inspection

When Gion and Kake report Darren’s affair with the Yadis governor’s wife, Sengoku does not support their proposed dismissal. He explains that Darren’s record, strength, and pragmatic control of the North Blue make him uniquely suited to command the region; Sakazuki and Borsalino also supported Darren’s promotion. 4

Germa 66 Conflict

Sengoku angrily reprimands Darren after the latter nearly destroys the Germa Kingdom, stressing Germa’s status as a World Government member nation and Reverie participant. Darren promises to resolve the crisis, and Sengoku ultimately entrusts the matter to him. 18

After Darren forces Vinsmoke Judge into a cooperation agreement, Sengoku praises the outcome and directs Darren to continue mentoring Gion and Kake. 22

Saint Childers’ Death Investigation

While pursuing Byrnndi World, Sengoku is ordered by the Five Elders to retreat when Saint Childers dies in the North Blue. Although he is frustrated at losing the pirate, he accepts the mission due to the political priority of a Celestial Dragon’s death. 37

He investigates the destroyed official ship with CP0, reviews footage showing Saint Childers’ brutality toward captives, and considers Byrnndi World the most plausible public culprit after other major pirates are ruled out. 39 40

At the inquiry on Batia Island, Sengoku initially accepts the Sea King explanation presented by Borsalino and Darren. He then rejects CP0’s proposal to interrogate the bereaved flower seller and refuses to permit indiscriminate persecution of civilians. 43

Transfer of the Case

The World Government transfers the investigation to Darren, allowing Sengoku to return to other duties. When Darren submits a report blaming Byrnndi World, Sengoku recognizes that the politically convenient conclusion resolves the crisis for the Marine and World Government leadership. He endorses Darren’s advancement toward Headquarters training and promotion. 46 47
