• Peace Lane — A major slum housing tens of thousands. Its dense wooden shacks and poor mud-brick homes make it a center of poverty, fraud, robbery, and gang activity. 4
• Outer City — The more disorderly outskirts, where refugees, wandering martial artists, robberies, and conflicts between local and outside fighters become increasingly common. 49 61

• Government corruption distorted ordinary commerce: officials accepted copper coins while offering no legal exchange for them, forcing residents to use black-market money shops with exchange rates as high as twenty to one. 1
• Local clerks and gangs partitioned streets, trades, and transactions among themselves, preventing residents from selling goods or land freely. 1
• Refugees from Tiannan Prefecture and the possibility of a new trade city caused Inner City and Outer City property prices to surge. 59 60
• Higher authorities reportedly planned to upgrade Black Cloud County into a special trade city for Zhang'an Prefecture, using its Dragon King River access to manage affairs connected to fallen Tiannan Prefecture. 59 60

Power Structure

History

Corruption and gang rule

Before Shi Wen's rise, Black Cloud County was characterized by official corruption and gang domination. Local clerks, gentry, and criminal groups divided its streets and trades among themselves, while ordinary residents faced extortion, manipulated currency, and little practical protection from the authorities. 1

Although constables patrolled the streets, thugs and ruffians operated openly, particularly in the Outer City. Martial arts schools existed, but their tuition was beyond the means of most poor residents. 1

Tiannan refugee crisis

Turmoil in neighboring Tiannan Prefecture brought refugees and itinerant martial artists into Black Cloud County. Local residents feared that the arrivals would intensify competition for jobs, housing, territory, and cultivation resources. 28 49

Deserters from the Great Liang border force known as the Black Crow Army also entered the county. Their presence brought attention from the County Office, the Black Crow Army's surviving leadership, and factions pursuing Alien Sources and exotic beast meat. 39 46 55

Spread of the Gray Mist

Gray Mist begins appearing in the county's surrounding mountains and later causes realistic hallucinations within the city itself. Shi Wen's investigation identifies affected alleys where reality and illusion appear to overlap. 75 76 98

The county becomes a target for multiple outside powers. The True Immortal Temple sends Taoists to oversee a ritual intended to lure out a True Beast, while the Hall of Bitter Resentment, Black Shadow, and the Sinking Bell Society also operate in or near the county. 87 91 100

Harmony and Prosperity Union takeover

Shi Wen summons the county's gangs and martial factions to Jiangcheng Tower, arguing that Black Cloud County cannot survive the Gray Mist crisis without centralized leadership and resources. 81

The County Office, Black Whale Gang, prominent families, and numerous Strength-Refining martial artists resist. Shi Wen defeats the assembled force, compelling Chai Wu, the Zhao family, the Zhou family, and other local powers to recognize him as Dragon Head of the Harmony and Prosperity Union. 81 82

Over the following days, the Union purges martial academies, families, outside martial artists, corrupt clerks, traffickers, and other groups that refuse submission. The campaign is bloody, but centralized control also improves public order, restores dock trade, and allows more vendors to return to the streets. 94

Current Conditions

• The Harmony and Prosperity Union collects the county's best pills, exotic beast meat, metals, ores, soil, currency, and other cultivation resources. 94
• Local and outside martial artists who submit are reorganized as Heads of Operations for their respective areas. 94
• The County Office under Shi Wen's control participates with merchant associations and major clans in work-for-relief programs that resettle Tiannan refugees. 99
• Despite improved order, Black Cloud County remains threatened by Gray Mist phenomena, the planned True Beast ritual, hostile Taoists, and factions seeking Shi Wen's death. 98 100
