Because of the disaster once known as the "nuclear power plant leak," compounded by the planet's expansion, population decline, and the rampant evil Spirits, this place had been voluntarily abandoned by the Island Nation government.

Yet the city had not been swallowed by vegetation, nor did it show the slightest sign of decay. That was because the supernatural organization known as Team Rocket had occupied it and made it their headquarters. They even openly recruited "like-minded individuals" from around the world to protect the environment and preserve their shared planetary home, and so on.
