Background and History
The Green Forest City branch operated covertly beside Glamorgan Yard, the city police headquarters. Its personnel used a hidden passage from the police station to reach the Bureau's underground facilities, where a sealed lower passage held imprisoned heretics and wild Beyonders. The branch was widely feared and cursed by wild Beyonders. 105
The Bureau investigated supernatural crimes alongside ordinary police work, including the Benjamin case, deaths involving Beyonders, cult activity, and ritual-related explosions. Its Green Forest personnel were severely depleted during the operation against Archbishop Roberts, leaving the patrol team nearly wiped out. 105 119 152
After the Green Forest Cathedral incident, Bureau Chief Sendi was found dead and the local branch faced the possibility of an internal mole. Headquarters sent reinforcements from Plymouth, including Jacob Jones, Caslow, and Fiona, to pursue Roberts. 145 148 152
The Bureau's raid on Roberts at the Green Forest City waterworks failed to secure him despite deploying two Non-Human Existences and a Clockbearer with a Non-Human-grade item. Roberts later died outside its custody, leaving the Bureau to investigate an unknown Non-Human perpetrator. 159 163
The Sothos Mausoleum expedition inflicted further losses, including Caslow's death. In its aftermath, the Bureau ordered Percy Anias to retain his cover within the Invisible Cult and act as a communications channel rather than take hostile action without explicit headquarters authorization. 203
The Plymouth headquarters was later breached during a coordinated assault by multiple hostile organizations. Although defenders delayed the attack, the Sun King's Spear was removed from its sealing position, allowing imprisoned entities to riot; the Bureau was overrun before royal, military, and council reinforcements forced the God of Suffering to retreat. 309 310 311
Organization
Leadership and Personnel
| Position / Group | Known Members | Notes |
|---|---|---|
| Director / senior leadership | Jacob Jones, Xisthos, Claude Knight | The Bureau operates through a board-deliberation system; directors and powerful senior figures hold significant influence. Claude serves as coordinator and can mobilize most kingdom intelligence assets and part of the garrison. 152 306 |
| Green Forest patrol team | Percy Anias, Sinderson Kappler | Percy was promoted to captain after the Roberts operation devastated the previous patrol team. 145 152 |
| Headquarters operatives | Caslow, Fiona, Haixinge | Caslow was a Bellbearer/Clockbearer; Fiona was known as the “Night Witch”; Haixinge led a special operations team. 152 277 |
| Divination section | Madam Fireworks, Ye Funai | Fireworks was a master diviner protected inside headquarters because major secret organizations sought to assassinate her. 271 307 |
| Cleaners | Unnamed | Personnel equipped with mental abilities and magical items capable of altering ordinary witnesses’ short-term memories. 125 |
Relationship with the Kingdom
The Bureau is a department of the Invis Kingdom rather than an independent power. Mitra Palace, the Upper House, the royal family, and other state institutions can influence its investigations and personnel decisions. 271
Its strongest personnel are deliberately limited: members who reach the Sixth Primordial are generally transferred to the royal family or military, preventing the Bureau from becoming too powerful while it possesses the Sun King's Spear. 310
Operations and Protocols
Investigation and Surveillance
- Investigators handle occult crimes, cult activity, unexplained deaths, contamination incidents, and suspected Beyonder conflicts. 119 145 178
- The Bureau conducts routine security inspections and identity checks while hunting dangerous targets. 147
- It maintains informants and directs them to gather intelligence after supernatural incidents. 178
- Its investigators may work undercover; Percy infiltrated the Invisible Cult while still serving as a Bureau captain. 179 203
- Investigations can be obstructed by noble status, political pressure, secrecy rituals, anti-divination measures, and interference from the royal family. 105 216 271
Screening and Interrogation
- Class One screening — Considered insufficient against secret organizations that have developed countermeasures. 271
- Class Two screening — Used or proposed for suspicious clergy; it may require special mystical items and creates significant public disturbance. 271
- Class Three screening — Requires bringing subjects directly to Investigation General Bureau headquarters. 271
- Sun King's Spear verification — The Bureau's highest-level means of breaking secrecy- and contract-based protections, but it cannot freely submit potentially innocent people to this process. 296
- Memory alteration — Cleaners can erase or alter short-term memories to preserve secrecy following occult incidents. 125 163
Incident Classification
The Bureau classified the investigation into Solomon's alleged fraud as a Class V incident, its lowest danger rating, after the Witch's Astrolabe detected no extraordinary threat nearby. 301
Facilities
Green Forest City Branch
The Green Forest branch was concealed beside Glamorgan Yard and accessible through the police department's hidden internal routes. A lower corridor was sealed with magical markings and guarded by black-uniformed personnel; Percy associated it with the screams of detained heretics and wild Beyonders. 105
Bureau Chief Sendi had private quarters inside the building and held the authorization required to use a Non-Human-level magical item. 145
Investigation General Bureau
The General Bureau is located underground and connected to a hidden subway station. Its black iron gates bear the Bureau emblem: a shield, central dagger, and surrounding olive vines. 302
Its underground complex includes:
- An enormous central plaza and altar housing the Sun King's Spear. 271 302
- A sealed prison system for mystical items, evil believers, Spirit Realm creatures, contaminated entities, and Non-Human Existences. 271
- A “Gate of Hell,” where dangerous prisoners and sensitive personnel such as Madam Fireworks were kept near the Spear's strongest sealing influence. 302 307
- Forbidden-book storage, mystical-item storage, recruit training areas, confidential archives, and director offices. 306
- Experimental projects that use prisoners as test subjects; these projects temporarily halted during the headquarters' administrative disorder. 306
Equipment and Assets
- Sun King's Spear — An Unknowable-grade Strange Object and the core seal of Investigation General Bureau headquarters. It suppresses the underground prison and cannot be touched or wielded by those it does not recognize, making it useful as bait for infiltrating evil believers. Removing it weakens the Bureau's seals. 271 310
- Book of Prophecy — Angel-grade divination item used by Madam Fireworks. It can reveal future events, but every use consumes her lifespan. 271 307
- Mourning Bell — A Non-Human-level item wielded by Caslow during the Roberts operation; it froze Roberts and the ritual pool. 159
- Ghoul Mask — A Non-Human-grade mystical item temporarily usable by Percy. It went berserk after sensing the Lord of Corpse Collection's aura, contaminating and injuring him. 164 165
- Witch's Astrolabe — Crystal-ball-like detection item used by Lifton's team to identify nearby extraordinary objects and Bureau Beyonders. 301
- Talismans, emergency medicine, handguns, and specialized restraints — Standard field equipment carried by investigators such as Percy. 178
Major Incidents
Benjamin Case
Percy and Sinderson investigated the death of Jack and the involvement of a “Chrysalis” Beyonder. The case led them to focus on Jack's unknown mentor rather than a purple-eyed robber whose social standing made open investigation difficult. 105
Green Forest Cathedral and Waterworks Crisis
The Bureau responded to a large-scale insect outbreak at Green Forest Church, where ordinary officers suffered severe losses. It subsequently hunted Archbishop Roberts, performed widespread inspections, and offered bounties for actionable information. 145 147 148
An anonymous report redirected the Bureau toward the Green Forest City waterworks, where Roberts was contaminating the water supply. Its operation there contributed to Roberts's defeat, though he escaped the Bureau's direct custody. 157 159 163
Sothos Mausoleum Expedition
The Bureau pursued intelligence concerning the Count of Green Forest's mausoleum at Wickhanno Racecourse. The expedition resulted in heavy casualties, Caslow's death, and the revelation that the Count was an Immortal. 181 183 203
Desire Spirit Sect Investigation
The General Bureau linked incidents at Mary Street Church to the Desire Spirit Sect and proposed escalating screenings of Church of the Holy Spirit clergy. Its inquiry met resistance from the Sodoma royal family and political pressure surrounding Pope Ferret. 271 296
Headquarters Assault
Madam Fireworks used the Book of Prophecy to foresee an attack on headquarters by the Blood Robe Club, backed by the Gourmet Association. The warning came too late to prevent a subway train loaded with explosives from breaching the facility. 307 310
During the battle, the Sun King's Spear was taken from its sealing position, cracking the prison seals and triggering a riot among detained Non-Human Existences. Fiona and Jacob were annihilated by the God of Suffering, while Director Claude coordinated a defensive response until outside forces arrived. 310 311
Relationships
- Kingdom of Invis — The Bureau is a state department, subject to royal, parliamentary, military, and noble influence. 271 310
- Glamorgan Yard — The Green Forest branch maintained a concealed internal connection with the city police headquarters. 105 145
- Church of the Holy Spirit — A frequent investigative subject and political rival; the Bureau suspected sect infiltration among its clergy, while Pope Ferret sought to assume the Bureau's duties. 271 304
- Invisible Cult — A hostile secret organization that infiltrated and manipulated the Bureau through Percy and, later revealed, through Madam Fireworks. 203 346
- Desire Spirit Sect — A major target whose ties to the Church and royal family obstructed Bureau investigations. 271 296
- Blood Robe Club and Gourmet Association — Hostile organizations involved in the assault on Investigation General Bureau headquarters. 307 310
