Fortress Plan!
A battle plan devised by Admiral Sengoku against the Roger Pirates.
Originally, the Marines had only discovered traces of Roger Pirates activity on Water Seven in the New World. Pressured by the World Government, Kong had no choice but to dispatch a large number of Marines into the New World to search for and destroy the Roger Pirates on Water Seven.
Along the way, Sengoku had constantly sent people to search for the Roger Pirates' whereabouts, but aside from provoking a number of great pirates, his actions had yielded no substantial results.
In fact, on the journey from Marine Headquarters to Water Seven, quite a few outstanding Marines had fallen in the seas of the New World.
Taking enormous risks to deploy the Marines to Water Seven, Sengoku was merely trying his luck. None of the top Marine decision-makers held much hope of finding Roger's trail.

However, what Sengoku had not expected was that Kuzan's unit, the first to arrive at Water Seven, had not only encountered and repelled Golden Lion Shiki, but had also discovered and captured two crew members from Roger's ship.
Such a gain delighted Sengoku beyond measure.
