Background / History

Clan leadership and the New Uchiha challenge

Fugaku presided over Uchiha clan meetings at the Naka Shrine, attempting to keep order while the radical and conservative factions argued without resolution. He regarded Uchiha White Dove as dangerous and reacted strongly when White Dove proposed harsh enforcement against villagers and the creation of a separate “New Uchiha” faction. 1 2

White Dove publicly blamed Fugaku for past concessions to Konoha: obeying Root during the Nine-Tails incident and accepting the Uchiha clan’s relocation to the village outskirts. Fugaku could not refute that these choices had damaged the clan’s position, but he still rejected the proposed New Uchiha and demanded that White Dove prove his strength. 2 3

Fugaku fought White Dove at the Naka River. Although he used Fire Release, close-quarters combat, and his Three-Tomoe Sharingan, White Dove overwhelmed him with the Lightning Cloak and Mumyo Sandan-tsuki. Fugaku concealed his Mangekyo Sharingan rather than risk exposing the clan to further scrutiny, accepting a public defeat that severely weakened his authority. 3 4 5

When Sarutobi Hiruzen arrived with ANBU, Fugaku described the duel as an internal sparring match rather than reveal the clan’s conflict to Konoha’s leadership. 5

Shisui’s disappearance

Following Uchiha Shisui’s disappearance, Fugaku personally petitioned Hiruzen to let Shisui return to the clan and calm the growing unrest. Hiruzen claimed that Shisui had been sent on a mission; Fugaku outwardly accepted the answer but concluded that the village was likely concealing Shisui’s fate. 22 23

Fugaku tried to restrain Uchiha Setsuna and the Hawk Faction from demanding answers by force, fearing an unprepared rebellion would destroy the clan. His efforts temporarily prevented open violence, but also deepened dissatisfaction among clansmen who believed he was protecting the village leadership. 23

He reluctantly joined the Uchiha procession demanding an explanation for Shisui’s fate, recognizing that refusing to support the clan publicly would end his remaining authority as clan head. 26

Loss of the Police Force

During the confrontation with Konoha’s leadership, White Dove claimed the position of Police Force Captain. Fugaku was forced to remain silent after White Dove threatened to expose his concealed Mangekyo Sharingan; the revelation that he possessed such power while repeatedly yielding to Konoha would have destroyed his standing within the clan. 28

Fugaku continued to nominally lead the old Uchiha structure, but White Dove’s distribution of funds, recruitment into the New Uchiha, and Police Force reforms drew the clan’s support away from him. Personality

Fugaku is cautious, duty-driven, and strongly committed to preventing the Uchiha clan from being destroyed in a direct conflict with Konoha. Even when he suspects Konoha is concealing Shisui’s fate, he initially attempts negotiation and de-escalation rather than immediate retaliation. 22 23

His caution is also his central weakness. White Dove, Setsuna, and Danzo each identify his hesitation as a factor that allows Konoha to continually pressure the clan. Fugaku prioritizes avoiding immediate catastrophe, even when that choice costs him political authority and alienates the more radical Uchiha. 2 23 24
