Background / History

Konoha was founded to protect those important to its founders and to break down the barriers that made people permanently defined by clan birth. The Senju and Uchiha, once bound by a blood feud, are presented as having built the village together. 7 118

By Year 29, the Senju clan had largely faded from public view due to Second Hokage Tobirama's policies; the Senju surname was no longer commonly used in Konoha. Tsunade, Nawaki, and Shi Shu nevertheless remained widely known as direct grandchildren of the First Hokage and received considerable social latitude under Uzumaki Mito's protection. 1

Konoha is situated in the resource-rich Land of Fire. Its resources can sustain its ninja population more effectively than other nations, while its concentration of talent lets it endure the repeated pressure of major wars. 8

Fourth Hokage Era

Under Namikaze Minato, Konoha faced a shortage of high-end combat power despite having Minato, Sarutobi Hiruzen, Shimura Danzō, and Uchiha Shisui among its strongest known defenders. Minato also lacked full control over village authority soon after assuming office. 36

When Shi Shu returned after twenty years missing, Minato allowed him back into the village but encouraged him to attend the Ninja Academy, both to learn basic shinobi skills and to build a genuine connection with Konoha. Sarutobi Hiruzen simultaneously ordered surveillance of Shi Shu, Uchiha Hikari, and Tsunade's group. 37 40

Nine-Tails Rebellion and Tsunade's Leadership

During the Nine-Tails' attack, Konoha evacuated civilians while Shi Shu temporarily restrained the beast with his Chains of Heaven. Minato and Kushina died during the crisis, and the village concealed Naruto's identity as the Nine-Tails' jinchūriki. 76 78

Tsunade succeeded Minato as the Fifth Hokage with the support of the clan heads; Danzō was the sole dissenter. Her administration ordered an audit of the Uchiha, expanded Hyuga participation in village security, and deployed forces to watch the Fire–Lightning border. 79 80

Root Investigation

Tsunade's government exposed Danzō's crimes, arrested him, and led Anbu and clan leaders against Root's remaining forces. The investigation uncovered human experimentation and other abuses within Root Base. 93 94 95

The Root report was made public, causing major unrest in Konoha. Tsunade advocated Danzō's execution despite Sarutobi Hiruzen's personal reluctance to condemn his former friend. 95

Unification Era

After Akatsuki's defeat, Tsunade stationed Konoha forces throughout the remaining hidden villages under the stated pretext of protection. Uchiha Hikari's control over the daimyō and officials prevented organized resistance, enabling Konoha to unify the Ninja World. 121

Following Minato's resurrection, Tsunade transferred the Hokage position back to him. Eight years after Tokiju and Hikari left, Konoha is described as having advanced technologically at a rapid pace. 121

Governance and Institutions

• Hokage Office — Central administrative office used by Minato and later Tsunade to receive intelligence, direct Anbu, appoint ninja, and coordinate with clan heads. 36 80
