This stretch of sea, along with the research institute and the island, now fell under Punk Hazard's jurisdiction and was also known as the Punk Restricted Zone.
Without a pass, any vessel approaching these waters would be treated as a pirate ship and sunk.
However, as time passed, that rule had become somewhat redundant, because rather too many passes had been handed out.
As for how those passes had been distributed, one would have to ask dear Caesar Clown.
As the institute's deputy, he did have that authority.
After all, in terms of ability, he was still far superior to ordinary people. But he was not being compared to ordinary researchers.

According to the original timeline, after this place was abandoned because of an explosion accident and Caesar defected to Doflamingo, he would directly invite people onto the island to have fun.
