Ivankov tried his best to lower his voice, but he couldn't hide the excitement in his heart.
"I'll take action, but there's no need for me to join. Our ways of doing things are different."

Ginny and Bear were both looking at Oran. Ivankov understood perfectly well that they now regarded Oran as their leader.
Ever since meeting Oran, Ivankov had known that he was a man with strong convictions. Once he made a decision, he would not change it.
Ivankov could only express his regret over that.
Oran truly had no interest in joining. As the predecessor of the Revolutionary Army, many of Dragon's actions in the Freedom Army seemed rather unreasonable, and there were major issues with its personnel arrangements.
That did not mean Oran looked down on the organization. He simply felt that they had done some things poorly, but he still supported the idea behind it.
On seas where royal rule was deeply entrenched, the word "revolution" was exceedingly unfamiliar. Dragon was simply feeling his way across the river one stone at a time.
An organization genuinely striving was far better than onlookers who did nothing at all. Oran had no reason to disparage them, though joining them was equally impossible.
