Because of its weight, Iron Oz could not float. Its method of underwater combat was simply walking along the seafloor, and under normal circumstances, it would not be assigned such missions.

As for making it fly...
It could, but there was no need. Making Iron Oz fly through conventional means consumed an enormous amount of resources. With the resources needed for that, they might as well install a giant energy cannon on Iron Oz.
The energy required to propel that colossal machine through the air could easily destroy far more things.
As for having Origin Project Shiki carry it through the air, that was fine for travel, but there was no need during battle. It would be better to just toss out a giant chunk of iron.
Iron Oz was capable of battles on the scale of destroying entire nations. Compared to its predecessor, Country Carrier Oz, Iron Oz was even more terrifying.
Cold could stop Country Carrier Oz in its tracks, but it could not halt Iron Oz's momentum.
Normally, this thing would not be deployed. Bringing it out now was like using an anti-aircraft cannon to kill mosquitoes, but it gave the citizens a special sense of security.
Compared to quietly eliminating pirates in the outer seas, crushing their pirate ships like mosquitoes created a far greater shock.
