Unlike Doflamingo, Rosinante was very naive—just as naive as his father, Donquixote Homingo.
Donquixote Homingo had once been a Celestial Dragon, an outlier among the Celestial Dragons.
He believed that people should be equal, that Celestial Dragons should not stand above everyone else or enslave others, so he took his family and left Mary Geoise.
