The next day.
Outside a small, unnamed town.
"Mr. Itachi, there's still no sign of him here. Could the Four-Tails Jinchuriki have realized we're tracking him?"
"Unlikely. Judging by his movements, he doesn't have a destination in mind. He just goes wherever he pleases.
The Four-Tails Jinchuriki, Roshi, came from Iwagakure and had been the Four-Tails' Jinchuriki for over forty years. But he didn't get along with the Tsuchikage, and used traveling as an excuse to leave and become a wandering monk.

Kisame had wanted to kill the person they'd questioned for information, but, unsurprisingly, Mr. Itachi had stopped him again.
He'd assumed Mr. Itachi was simply softhearted. Had he read the situation wrong?
"Let's go. Judging by his location, the Four-Tails shouldn't be far away. We only need to gather information. The leader doesn't seem to be in a hurry to capture him."
"I don't know what the leader's thinking. The Four-Tails is wandering around out there. Why not just capture him? Why wait until we're ready to capture the other Tailed Beasts, too?"
"The Three-Tails hasn't revived yet. If we capture the other Tailed Beasts ahead of time, we'll only alert the Five Great Shinobi Nations."
"Ah,
