Devils had always followed an elite doctrine and deeply despised the demon habit of casually dragging out a batch of cannon fodder. In the devil hierarchy, lemures were only ever used as low-grade consumables: servants, laborers, construction workers, even building materials or other raw resources. In any case, devils would never allow something as stupid as a lemure into their own ranks.
They considered that an excessive drain on their soldiers' energy. After all, keeping those dim-witted little creatures under control on a battlefield would indeed distract many devil soldiers. They might as well spend that effort killing more enemies.

They understood the Abyss's attrition tactics perfectly and could not even be bothered to use the siege engines they had brought.
