Because "King Arthur" was an exceptionally special existence, Arthur's true self had not entered the Throne of Heroes in normal Worldlines. Instead, he pursued the Holy Grail as a living person.
All the King Arthurs summoned in Holy Grail Wars—Saber—were actually the man himself, not Servants constructed from magical energy.
Furthermore, as a living King Arthur, he theoretically had no so-called "aspects." No matter where he appeared, he would always take the same form. The sole exception was Black Artoria, the form corrupted by the Holy Grail's curse.
There was only one possibility for "subspecies" versions of Arthur to appear, such as Black Spear Mordred, X Alter, and Saber: the FGO Worldline, where the Incineration of Humanity had occurred. With no Counter Force to restrain things and the collapse of Pan-Human History, all sorts of strange Servants had emerged.
Of course, the Incineration of Humanity had never happened in Fate/Apocrypha. However, the Throne of Heroes existed beyond the flow of time, so Servants from another FGO Worldline could potentially be summoned as well.
The odds had originally been extremely low, because it was difficult to find Holy Relics corresponding to these "subspecies Artorias," and the Counter Force in Fate/Apocrypha was still alive and kicking...
But since one had appeared, it meant some changes had already quietly taken place.
