3. Continue expanding ordinary higher education institutions. The government will invest 800 million lev to improve the teaching quality of ordinary technical colleges and establish ten new specialized institutions, including two maritime academies, two metallurgical academies, two chemical engineering academies, one mechanical design academy, one biopharmaceutical academy, one aviation academy, and one foreign languages academy;

4. The government will invest 300 million lev to increase investment in compulsory education and expand its scope. The children of foreign workers within the country, as well as children among refugees from the European continent, will also be included in compulsory education;

5. The government will invest 180 million lev to promote universal literacy education. In addition to Bulgarian citizens, it will cover foreign workers and international refugees. As long as they are mentally sound and under fifty years of age, they will be included;

6. The government will invest 50 million lev to protect Bulgaria's traditional culture and strengthen citizens' understanding of our traditional culture;
