On August 15, 1921, before the science and technology budget began, Metev submitted an education amendment to the assembly. He also served concurrently as Minister of Scientific Research, so cutting in line and taking up a little time was naturally no problem.
The assembly's moderator, Rolex Dodd, was quite surprised when he received the report. The speed was simply too fast—rejected yesterday, and the amendment was already out today. He quickly came to his senses. Fast was fast; perhaps the Ministry of Education had a backup plan!
"Today's scientific research budget has some special circumstances. Before this, Mr. Metev submitted an amendment to the Ministry of Education's budget. Let us first finish the work we began yesterday!
"The Ministry of Education's amendment concerning the rejected 300 million lev education budget is as follows:
"1. Cancel the expansion of compulsory education's scope of application;
"2. Establish two specialized institutions: an academy of arts and a comprehensive liberal arts university.
"Reasoning: The purpose of establishing the academy of arts is to promote Bulgaria's traditional culture and spread it across the world, with the film academy as the key focus.
"The purpose of establishing the comprehensive liberal arts university is the same, with emphasis placed on literature, history, and archaeology."
After speaking, Rolex Dodd paused for a moment to let everyone digest this, then continued, "Any assembly members with questions, please raise your hands!"
"First row, the gentleman on the far left, please speak!" Rolex Dodd said.
The young man stood and said, "Mr. Chekhov, why has the Ministry of Education made film a key focus of the academy of arts this time?
"From an artistic perspective, I fail to see how film is some profound art. What qualifies it to become a priority for our development?"
At the beginning of the twentieth
