Since the 18th century, the Russian Empire had appeared before the world as a champion against revolution and a savior of monarchy.
Even during Alexander III's reign, there had been the saying: "The Tsar is resting—let the world wait."

The Russian Empire, once the defender of monarchy and hailed by the nations of Europe as a savior, had now been crushed by revolutionaries and was actually pleading with the international community for help!
