Hiruzen Sarutobi formed hand seals at incredible speed. Even though Sasori wanted to interrupt him, he was powerless to do so. Aside from having his Puppet release Iron Sand to form a sand wall for defense, Sasori himself hid behind the wall, quickly formed seals to create a sand clone, and had his true body burrow underground.
"Earth Style: Earth Flow River!" Hiruzen Sarutobi completed his hand seals, and dozens of square meters of ground before him turned into flowing mud, surging toward Sasori with the terrain. The mud rapidly slammed into the Iron Sand wall, splitting into two torrents that poured away to either side.

Sasori's sand clone took it all in, unable to stop itself from mocking him inwardly as it relaxed slightly.

However, just then, Hiruzen Sarutobi, who had only just cast a ninjutsu, changed his sequence of hand seals. The torrents on either side of Sasori suddenly halted, and the mud swiftly condensed into two dragon heads. Opening their jaws to the left and right, they fired mud bullets at Sasori. Though the bullets were made of mud, their destructive power at high speed was still utterly terrifying.
Sasori clearly had not expected Hiruzen Sarutobi to be able to layer another ninjutsu onto one that had already been released. Ordinary ninja simply cast their ninjutsu; they had no ability to add further changes to a technique that had already been unleashed. Take the Uchiha's Great Fireball, for example. If you asked them to turn an already-fired Great Fireball into a Flame Dragon Bullet, they could not do it.
