After Uzumaki Kuming left, Kisame saw off Killer B and the others, then immediately went to the Hokage Building to report to Minato. Upon receiving Kisame's message, Minato did not suspect anything and directly sent someone to deliver a message to Fugaku.

"Nothing much. Kuming has left Konoha, and before leaving, he ordered every member of the Uchiha clan to remain in the village. No one is allowed to leave."
"All actions by the Uchiha clan are to wait until Kuming returns."
