Ever since the Spirit King Palace had risen into the sky and vanished a century ago, Lone Peak, where it had originally stood, had remained vacant.

Someone had once suggested relocating the residences of Central 46's council members from Seijoto Kyorin to Lone Peak, then connecting the Central Council Tower to Lone Peak with elevated corridors. That way, Central 46 could have a completely isolated, lofty district of its own.
