"Tei" referred to a place where an emperor or officials handled state affairs.

If the "spirit" in the name Seireitei was understood to mean the Soul King, then "Seireitei" meant a clean and pure place for the Soul King to handle governmental affairs.

In other words, the entire Seireitei was where the Soul King dealt with affairs from the Soul Society.

The Gotei 13 were the thirteen divisions that protected the Seireitei.

If placed in ancient times, the Seireitei would have been a government office, used to rule over all the souls in the Soul Society.
