Structure and Administration

Seireitei

Seireitei is Soul Society's capital. “Sei” conveys purity and spotlessness, while “tei” denotes a place where an emperor or officials conduct affairs; its name therefore describes a pure place for the Soul King to govern Soul Society. It formerly functioned as the governmental office ruling all souls in the realm. 433

• Gotei 13 — Thirteen military divisions responsible for protecting Seireitei. 433
• First Division — Houses the Captain-Commander's authority and conference facilities; its underground prison is sufficiently secure that even Aizen considers it troublesome to infiltrate due to Yamamoto's presence. 66
• Great Spirit Book Gallery — A sealed archive beneath Central 46's underground council chamber. It preserves major events and secrets from ancient history, though its records have been altered or concealed. 66
• Soul Shield Membrane — The defensive barrier surrounding Seireitei. It reduces intruding spirit matter to basic particles under normal circumstances, but was breached during the Adjuchas Arrancar invasion. 193 210

Rukon District

Rukon District surrounds Seireitei and is divided into numbered districts. Conditions differ sharply by location.

• Mid-range high-numbered districts, such as West Rukon District 60, are especially vulnerable to Hollow attacks: they are distant from Seireitei but lack the exceptionally strong criminals found nearer the 80th Districts. 3
• The furthest districts are populated by volatile elements and powerful criminals capable of confronting Gillians, making them comparatively safer from Hollow incursions. 3 10
• West Rukongai District 80 had previously lacked order until Aoto repeatedly drove off its major criminals. 10
• Increased access to bicycles, motorcycles, and cars later improved travel between districts and expanded safe zones outward from Seireitei. 74

Central 46

Central 46 originally consisted of sages and judges whose authority depended heavily on the Captain-Commander's support. Its members were politically opposed to the Five Great Noble Families, whose council could supersede Central 46 if the Soul King spoke. 3 64

Following Aizen, Gin, and Tosen's defection, all divisions underwent investigations, and some of Aizen's former subordinates were identified and dealt with. 238

As his first act as Captain-Commander, Aoto restructured Central 46:

Spiritual System

Spiritual Might

Soul Society's noble circles use Rei-i (“Spiritual Might”) to quantify a Soul Reaper's spiritual pressure.

Souls below twentieth rank are regarded by the nobility as no different from ordinary souls. 8

Ordinary souls can survive on water alone. Souls able to sense reishi must eat, and food with Spiritual Might equal to or exceeding their own can restore their consumed spiritual pressure. 8

Konso and the Soul Cycle

Soul Reapers perform Konso by touching an ordinary soul's forehead with a Zanpakutō, transferring that soul from the World of the Living to Soul Society. The Twelfth Division later developed seals capable of carrying out the same transfer process for the World of the Living Organization. 64

Captain-class souls require a special Konso after death because their dense spirit particles cannot disperse naturally within Soul Society. The King of Hueco Mundo later reveals that this ritual does not truly disperse them; it sends them to Hell instead. 362

History

Founding of the Realms

The Three Realms were created through the separation of spirit particles from material particles and of life from death, establishing an ordered cycle. Soul Society, described as the purest realm, was formed first; the World of the Living and Hueco Mundo followed. 441

Hell, then called the “Dead Silence World,” could not be separated or assimilated even by the Soul King's power. The Five Great Noble Families cast it out of the Three Realms. 441

Ancient Menos Invasions

The Great Spirit Book Gallery records multiple catastrophes that nearly ended Soul Society.

• An enormous Menos created countless clones, nearly destroyed Soul Society, defeated Yamamoto before he possessed a Zanpakutō, and assaulted the Soul King Palace before Squad Zero defeated it. Its true body was forged into a Zanpakutō and sealed in an outer hall of the palace. 66
• Three years later, a skeletal Menos invaded, defeated Yamamoto in one exchange, and brought down the Soul King Palace's Purifying Barrier Walls and several outer halls. 66
• Fear of the invader caused the Gotei 13—then an organization of assassins without a shared purpose—to turn on itself. By the time Yamamoto suppressed the rebellion, fewer than one in a hundred members remained and nearly half the captains had been lost. 66

Soul Society's records omit the King of Hueco Mundo, despite Hueco Mundo's historical accounts describing him as an invader who defeated Squad Zero and came close to replacing the Soul King. 66

Social Inequality and Reform

Soul Society's nobles, led by the Five Great Noble Families, are portrayed as looking down on ordinary residents, while Central 46's political interests often conflict with those families. 3

Under Aoto's leadership, reforms and practical cooperation gradually altered daily life and governance:

• The 13th Division expanded in response to population growth in the World of the Living and the resulting increase in Hollow activity. 24
• The Substitute Soul Reaper program was formalized for Kugo Ginjo, while the Twelfth Division was ordered to recall Gigai to prevent similar human–Soul Reaper cases. 54
• Central 46 approved the World of the Living Organization, which located humans with spiritual pressure, trained willing recruits, and supplied those who refused with spiritual-pressure-blocking devices. 70
• Fullbringers stationed across the World of the Living could detect Hollows rapidly, protect civilians before Soul Reapers arrived, and perform Konso through the Seal of Purification. 82
• Corrupt nobles were later severely punished, prompting widespread celebration among Seireitei's ordinary souls and squad members. 460

Relations with Other Realms

World of the Living

Soul Society traditionally dispatches Soul Reapers to purify Hollows and perform Konso. However, individual Soul Reapers are not strictly required to protect living humans or ordinary souls from Hollow attacks; this depends on personal character. 60

Captain- and lieutenant-class Soul Reapers have their spiritual pressure restricted in the World of the Living because unrestricted captain-class Reiatsu can kill ordinary humans without any direct attack. 76

The World of the Living Organization was established to train spiritually aware humans and Fullbringers as a local defense force. Its headquarters contains a Senkaimon to Soul Society and serves as a rest site for Soul Reaper squads completing assignments in the human world. 70 92

Hueco Mundo

Soul Society historically regarded Hueco Mundo as a savage realm of Hollow predation, but Aizen discovers that this depiction is incomplete: under its King, Adjuchas coexist peacefully in an organized society. 66

Soul Reapers ordinarily cannot travel safely to Hueco Mundo unless they follow a Hollow through an opened Garganta. Certain Seireitei nobles possess items capable of opening paths there, likely inherited from the Soul King era. 19

Aoto later forms an alliance with the King of Hueco Mundo, shocking many Soul Reapers. With the King's consent, a Senkaimon connection between Soul Society and Hueco Mundo becomes possible for the first time. 334 337

Soul King Realm

After the five-realm structure is completed, Soul Society is no longer directly connected to the Soul King Palace. Its ultimate responsibility becomes protecting the Soul King Realm while maintaining the stable circulation of souls. 500
