Overview

Blue Bay Island is the closest island to Arthur's position in the Tudor Dynasty's coastal waters. It is a renowned smuggling island where pirates replenish supplies and smuggling merchant ships dock, unlike legitimate traders, who register cargo and pay duties at Rhine Island. 1

The island functions as a pirate haven rather than a regulated port. Its inhabitants and visitors openly reject tax collection, with pirates claiming a previous tax officer was fed to sharks. 4

History

Arthur first heads toward Blue Bay Island to report to Deacon Wallace of the Shadow Temple and the Stuart Family's representatives. 1 3 After the Great White Shark arrives, its crew spends two days ashore while Arthur visits the Battleaxe Tavern, buys a broadsword from Rad Lee, and contacts the Shadow Temple through the Sun-Shadow Grocery. 4

Following the attack on the Jasmine, the Great White Shark returns to Blue Bay Island with salvaged cargo. Arthur orders the goods sold, allocates the proceeds among the surviving crew, and reserves half for recruitment and resupply. 13 Rumors of his role in defeating a Black Devil cultist subsequently spread across the island, raising his reputation among pirates and drawing attention from Rhine Island and the Church of Light. 14

The island later becomes the focal point of Black Devil Order activity. Parrot Gro detects corrupt, desire-filled dreams associated with evil Transcendents hiding on Blue Bay Island. 22 29 The Order intends to keep a sacrificial ritual site on the island while pursuing Arthur at sea and forcing him back toward it. 29 30

Black Devil Order Incident

The Black Devil Order exploits Blue Bay Island's weak defenses and concentration of pirates to prepare a mass-sacrifice ritual. Simon, Cautious Baker, and Brawler Buck are involved in the operation. 33 35

• Baker kills pirates trying to flee and hangs corpses from ship masts. 35
• Simon uses victims' blood to construct a ritual for a Great Existence. 35
• Arthur kills Buck, interrupts Simon's ritual, and battles Baker amid the chaos. 35
• The Church of Night's Ghosts Under the Moonlit Night arrives by sailboat, with a Priest of Night using Moonlight Illumination to expose Baker. 35
• The Battleaxe Tavern is left littered with corpses, while the Scimitar Bar is heavily damaged. 35
• Despite the churches' subsequent search, Parrot Gro detects another evil dream on the night after the ritual, indicating that at least one hidden cultist remains on the island. 38

Security and Political Presence

Blue Bay Island has little meaningful resistance against organized Transcendent threats. Simon considers the smuggling hub incapable of mounting significant resistance and kills more than thirty pirates during the ritual operation. 35

The island nevertheless hosts competing outside interests:

• Shadow Temple — Maintains an outpost at the Sun-Shadow Grocery and uses local believers to relay intelligence to Deacon Wallace. 4 32
• Church of Night — Sends the Ghosts Under the Moonlit Night to suppress the Black Devil Order's ritual. 35 37
• Church of Light — Investigates the Black Devil Order's activities, though nearby personnel are initially limited to the Rhine Church and Shadow Temple. 37 38
