History
Drew personally welcomes Arthur to Rhine Island after Arthur’s role in disrupting the Black Devil Order becomes widely recognized. He presides over Arthur’s knighting, granting him the title of Honorary Baron, a 10% tax exemption, and a Letter of Marque requiring a 20% share of plunder for the Tudor Dynasty. 19
Soon afterward, Drew purchases Arthur’s Letter of Marque, noble badge, and Sun Medal for goods valued at approximately 4,100 gold coins. He accepts the arrangement because the badge and Letter could enable profitable, legally protected privateering with reduced taxes. 20
Drew hosts the Old Wood Ship Auction at his mansion and later holds a victory banquet for Arthur. During that banquet, the death of Captain James and the disappearance of vault auditor Will’s key lead Drew to discover that Rhine Island’s vault has been emptied. 23 27 39 40
With the stolen tax revenue threatening his office, Drew agrees to Arthur’s proposal to lure pirates into attacking Rhine Island. He plans to spread news that contraband has been lost from the vault, withdraw the navy to pursue the supposed Sky Thief, and crush the invading pirates with a returning fleet and the island’s defenses. 41 42
The operation fails when a storm dampens the coastal artillery’s gunpowder and Arthur leads the pirate fleet into Rhine Port. Drew personally organizes the defense, but watches the pirates land and realizes that his honor, merits, status, and wealth are in jeopardy. 49 50
