After successfully obtaining the Tesseract, Lee Stein fulfilled his promise as well, pulling Tony Stark into spending an entire night modifying the teleporter and successfully sending Thor and Loki back to Asgard.
Then there was Captain America and Black Widow. Using Max's AI-powered intrusion surveillance capabilities as an excuse, Lee gave Black Widow and the others a list of Hydra agents.
Of course, it was not the full list—only the Hydra agents in S.H.I.E.L.D.'s special operations unit. As for the rest, he could not possibly know every Hydra agent lurking within S.H.I.E.L.D. After all, the entire organization had nearly been infiltrated. There were countless people who had never appeared on screen.
Besides, he needed Black Widow, Hawkeye, and the others' "trust" to help cover up the matter of the Tesseract. That trust was founded on their distrust of S.H.I.E.L.D. If he truly rooted out all of Hydra, that premise would cease to exist. He had no intention of doing something that harmed himself for others' benefit.
Still, Lee had effectively started the plot of Captain America 2 a little early. Captain America, Black Widow, and the others would presumably be busy again next.
He had no intention of getting involved in Captain America 2, because it would not just be Captain America and the others who were busy. He had plenty to deal with himself.
